مخالفه صريحه للشروط واضرت بناس كتيره كان ترتيبها في الاول ولم تحصل علي الارض التي كانت ترغب فيها وعدد اللي استطاع الحجز كان قليل بسبب هذا التقسيم الغير شرعي اللي استفاد به القله من الواصلين وحجززوا غالبية الاراضي واكثر من نصف المتقدمين لم يجد اي ارض مناسبه له
